CAP Strategic Plan Measures

An informational overview of EU agricultural support measures available to family farms in Croatia under the 2023-2027 programming period.

Direct Payments

Direct payment interventions under the CAP Strategic Plan provide annual income support to eligible agricultural holdings.

D-1.1

Basic Income Support for Sustainability (BISS)

Annual area-based payment available to active farmers meeting eligibility conditions. Provides foundational income support linked to eligible agricultural land. Conditionality requirements apply, including GAEC standards and statutory management requirements.

D-1.2

Complementary Redistributive Income Support

Additional payment targeting smaller and medium-sized farms. Provides higher per-hectare support for a defined number of eligible hectares, designed to redistribute support toward smaller agricultural holdings.

Complementary Income Support for Young Farmers

Dedicated payment for young farmers (generally under 40 years of age) who are setting up for the first time as head of an agricultural holding. Specific eligibility conditions apply regarding age, farm management status, and activity requirements.

ECO

Eco-Schemes

Voluntary annual payments for farmers who commit to agricultural practices beneficial to climate, environment, and animal welfare beyond mandatory conditionality. Croatia's CAP Strategic Plan includes several eco-scheme options covering practices such as crop diversification, carbon farming, and integrated pest management.

CPS

Coupled Support Interventions

Sector-specific payments linked to production of certain commodities including specific crop types and livestock categories. Designed to maintain production levels in sectors considered important for economic, social, or environmental reasons in Croatia.

Investments, environment, and structural support measures under the rural development component of the CAP Strategic Plan.

RD-1

Investment in Agricultural Holdings

Support for tangible and intangible investments in agricultural holdings aimed at improving overall performance, sustainability, and resilience. Covers areas including farm infrastructure, machinery, equipment, and production facilities. Subject to competitive tender procedures with scoring criteria.

RD-2

Young Farmer Start-Up Support

Business establishment support for young farmers setting up for the first time. Provided as a lump-sum payment contingent on submission and approval of a business plan. Specific age conditions, professional qualification requirements, and business plan criteria apply.

RD-3

Organic Farming Support

Annual area-based payments supporting conversion to and maintenance of organic farming practices. Separate payment rates apply for the conversion period and for maintaining organic status. Certification requirements through recognised control bodies apply.

RD-4

Agri-Environment-Climate Measures

Multi-annual commitments to agricultural practices that go beyond mandatory requirements, targeting specific environmental and climate objectives. Covers areas including biodiversity, water quality, soil health, and traditional landscape management. Specific to defined agricultural land types and geographic areas.

RD-5

Knowledge Transfer and Advisory

Support for training, knowledge exchange, and farm advisory services. Covers participation in vocational training, demonstration activities, and access to advisory services related to farm management, environmental compliance, and economic performance.

Understanding the Application Process

EU agricultural fund applications in Croatia are processed through APPRRR (Agency for Payments in Agriculture, Fisheries and Rural Development). The process varies by measure type.

Direct Payments

Annual applications for direct payment measures are submitted through the AGRONET system. The application window typically opens in the spring of each year. Farmers must be registered in the Farm Register and meet conditionality requirements throughout the claim year.

Rural Development Investments

Investment support is accessed through competitive tender procedures published by APPRRR. Each tender has specific eligibility criteria, documentation requirements, and scoring criteria. Applications are evaluated against these criteria and ranked accordingly. Not all eligible applications receive funding in a given tender round.

Documentation Requirements

Documentation requirements vary significantly between measures. Common elements include farm registration documents, financial statements, business plans (for investment measures), technical specifications, land ownership or lease documentation, and declarations regarding compliance with conditionality requirements.
